Vibration in steering when braking

I'm getting a shaking in the steering wheel when I brake. It's more prominent when braking lightly. Here's the story... I put on new rotors, put on winter tires/rims and had no issue at all. After a couple of weeks I swapped the rear wheels with the fronts and now there is vibration when braking. The tires are directional so I made sure the left and right tires are where they should be.

Any ideas as to what it could be?

I doubt it's the rotors because they were fine before the wheel swap.

it sounds to me like the abs sensor..i know in my dads car the sensor was faulty and it cause problems like this,,
 
the front tires are probably out of balance. keep things simple when troubleshooting.

check balance of tires, check brakes, check alignment.

then check stuff like abs sensors. stick with the cheap and easy stuff first. and do them one at a time to you don't spend money on stuff that isn't broken.
