If you got the money forge piston (low compression like 9:0:1) and connecting rods. If not the some vitara piston with tunertoys rod suit well for the budget. It's proven over 400 hp already on vitara piston. Don't forget to notch your block too if using H-beam rods.

Making it turbo ready, depends on how much HP you want to make. If you have relatively low HP goals, you can probably get away with stock internals (under 10 psi). If you have higher goals, you'll need to buy accordingly. Like turb2o says, there are folks making 400Hp on Vitaras.
It just takes some plannning and research. Figure out what you have to spend on the project, and then figure out how to spend the monney properly. Nothing sucks more than getting halfway into to a project, and have to stop because of money concerns.
So I'm not completely sure on this, but I believe that you may have trouble finding cheap connecting rods for the D15 engines, which may limit you on the internal upgrades you can run. I don't know for certain about the D15B VTEC motors, but do know that the D15B7 cranks have smaller journals, and that there are only one or two companies that make rods for them, at about $700 a set.
Hopefully there are some guys who can post up stronger info about the D15B VTEC motor, and tell us if I am right or wrong.
If the $700 figure is not a problem for you, then for 250Hp, I would suggest rods and pistons as the only real changes you need for the engine internals. Add a Cometic gasket and ARP headstuds, and that would be it.
I believe there are some people on d-series.org that is running the d15b vtec with vitara piston and tunertoys rods. Check that site out. They should be able to help you out. It not there is also turbod16.com.
