Because they aren't fog lights. No. They are aircraft landing lights. These things are brighter than the sun.
Since they have no DOT markings on them, and they aren't rubberized, the only thing I can think of is that they came off some small experimental aircraft.

Heh, yeah - they're mine. I got them on clearence from a local car parts store for $20. I used them on my car, but ditched them when I got my driving lights.
I figured you'd like the semi-mil-spec lighting quality.
