Gentlemen,

Is there a VW steel wheel will fit on a CRX with 4-bolt 100mm offset? Are they wider than the stock 5.5 inches? 13,14, or 15 inch? just looking for some cheap steal wheels.

My friend put my old CRX wheels on his Golf. They lugs fit but the ring where the hub bolt fits was too small, so VW on a Honda it would be fine.
 
Are the VW golf wheels any wider than the stock 5.5 inches? is there a variety of sizes 13,14,15? They also need to be steal (Race Rules Suck)

Offset is the distance from where the wheel mounts to the hub to the inside part of the wheel. It's important because you do not want your wheels/tires rubbing on suspension parts.

4x100 is the distance from the center of one lug hole to the center of the hole next to it.

5.5" is the width of the rim and you can go up or down and maintain the same tire size. A 14/185/65 wheel will fit on a rim as skinny as 5.5" and as wide as 8".

What are the "race rules" you're refering to? If you have to stay with a stock size then go to a junkyard and buy some stock Honda steelies. Shouldn't be more than $30-$40 each. If your friend has a better deal, take a tape measure (a ruler is better) and see if his VW rims are 5.5" wide
