First off, get rid of the 4 speed tranny if you want to "scoot" around town as you say. Second any D-series engine will bolt up in your car. Most without modification. 3rd If you want to get the most out of you standard hatch it would be best if you switch from DPFI to MPFI.
that blue plug is for cruise control i believe. And the question about the 90-91 wagon cluster, yes it will work. I have a 90 wagon and have switched between the hatch and 4 door clusters in my wagon.

If it was the ignition switch then it would not have turned over to begin with. Sorry about your luck man, hope you figure this out. Maybe try to borrow someone elses ECU to see if that may be the problem.
