You either put up with lots of trouble registering a JDM car on your own, or you pay someone else to. That's why it costs over $5000 for someone to do it.
On the other hand, (and this was before digital cameras existed) I brought my Nissan Micra into the US. It was the easiest goddam thing I ever did. It was registered as a "1991 Nissan Unknown". That's it.

for the person looking for the 1g crx....you should be happy..but sad here in australia 1g civics are rare but if one can be found its dirt cheap runs great and best of all low "millage" (did i spell that right?)...(one just sold that was white for around $1000 american)
for the person looking for the honda city...are u specifically looking for a particular year or just a city in general...

The CRX can be had here for a conversion. I think that the price of importing them is about the same as fabbing one up.
