Code 20

I believe I got a code 20, electrical load detector. I get the code when I am in fourth gear driving normally and then speed up, once I get between 4000 and 5000 rpms, I get the check engine light. My idle bounces around. Everything goes away though, when I restart the car. Any ideas? Thanks.
