Poor man obd

If I have a 98 GSR B18C1 block and put a first gen B16A head on it, will it be OBD0.

will it be obd0 in the sense that the car that head originally came on had obd0 components, then i suppose in a way yes. however you could put any dizzy on there so it can be whatever obd# you need it to be.
