Timing Belt Adjusting

Is there an easy way to adjust the tension on my timing belt. Its too tight and I need to loosen it up but I want to know if I can do this without pulling my crank pulley off. I have a 99 Civic Ex w/D16Y8

yes, loosen and retighten the tension pully bolt

how do i access that ? I think I have to take off the crank pulley so that I can pull the lower cover off. do I need the upper and lower cover on the side of the block and head ?

not sure about your motor, but on B series, the bolt is on the outside of the cover. you should not need to take it off.
