ZC swap

what would need to be changed to drop a ZC into a 91 hatch? would i need new mounting brackets, harness, ECU?

You do not need any different parts except to convert from DPFI to MPFI.Completely bolt in.

they are wrong, since you have a base model you will need the dx knuckles/hubs from the same 88-91 civic, and 90-93 integra axles. I have the same car and am working on the same swap. The nuckles/hubs for your car has a different spline count than the others, why, i dont know, probably because it is a base model, and has the weak 62 hp engine instead of a 100 hp engine, thus has weaker axles/hubs/knuckles. Other than these you need nothing, except a little time to search junkyards or the web for a good price. I was lucky, check classifieds like clubcivic, thezc, and hondatech, or ebay.
