Yes. Just don't have it hooked up. I would play it safe and not have the bottle in the car at all when you're driving around on the street.

Very true.

Well, if you have it in the car and are headed to the track (or anywhere for that matter) the cops still shouldn't give you grief. I would just place it somewhere that you couldn't easily hook it up while you're driving or otherwise... that way it'll look like you're definitely not intending to use it on the street!
