I thought that ALL 6th gen Accords came with the F23A1 engine, which was a SOHC VTEC.
In any case, I think it's only illegal to swap in an older engine depending on which state you live in. California, yes. Here in Colorado, no. Could be wrong, though.
However, if I'm wrong, you could always swap in an OBD2 H22A. Problem solved.

man..here in NY they couldnt give a shit whether you swap a carberated 350 chevy motor into your accord with no exhaust and drove home with a beer in one hand and some pot in the other. cali is by far the worst with emissions. you cant even ride in a god damn shopping cart without having it inspected and checked for emmissions. and plus..i dont know where your from but i know your probably not the only one around that has or wants to do this..but, theres gotta be a shop around where your from that will just slap a sticker on for you
