If you do a swap in california they have to approve it before the vehicle can be driven on a public road.
As some of the others have said, pony for pony, the H22 is the best swap as far as power goes. When you through ease and cost into it, its probably not the best choice. The B16 is a nice engine. 160bhp and itll run you about 2 grand when all is said and done. A B18c1 (gsr) has some good out of the box power, but itll run you pretty close to the same price as a H22 will.
Overall the best power/price now (and future possibilities) would probably be to get an LS engine, swap a b16/gsr head onto and have it tuned (note that if you live in a state that does vehicle safety inspections, this might cause issues since an OBD1 ecu will not plug into the computer at the testing facility).
If you want to stay obd2 and go with a stock computer, and OBD2 P72 computer will be your best option, but it is recommended that you tune the fuel and ignition maps for that engine. Things like to explode when they are done wrong (one of the reasons you hear horror stories about this swap).
Really, i dont think youll find a BEST answer for your question, its all a matter of preference, cash, and technical knowledge.
The ones that requires the least cash and technical knowledge are the b16 and the ls.
i agree it mainly a mater of prefrence
