To answer your question- there is no answer. If you want to resleeve, you don't have to bore out the block. If you want to resleeve your engine for larger displacement by using larger than normal bore sleeves, then yes you'll have to bore out the block to fit it. Most of the time, you'll be resleeving the engine with stronger sleeves that are strutted for even more strength, and then boring out those sleeves to the size you want. You're not boring the actual casting of the block in this case.
