Hitting a rev limiter @ 6800 RPM on a B16 in an EF

This one's got me stumped... A friend has a 1st gen B16 in an EF hatch, running a PR3 ECU, and the rev limiter cuts in at 6800 RPM. The engine is up to temperature, and the VTEC does work, and there are no codes. Any ideas? Thanks in advance.
 
like the tach is reading a lower rpm than the motor is actually spinning...

i know fords are notorious for that, not sure about civic tachs though

fords could be off from the factory as much as +/-500 rpm's
 
How about your TPS. When I did my h22 swap it was rev limiting at around 2000 RPM. I just readjusted the TPS and problem solved. Make sure you get .5 volts with closed throttle, and about 5 volts wide open throttle.
 
Going along with the tach being off. EF9civicgen4 has the same problem, his VTEC kicks in at 4400, but when you feel it kick the tach reads 5000. Get a monster 5" tach y0
