If all 1992 civics were pre-wired for vtec that doesn't necesarrily mean that the ECU can be used if a vtec head is set on a D15B7 block does it? In other words can i use the ECU i have now for vtec engagement if i was to put a D16Z6 head on my D15B7 block? I doubt i can
No, the fuel maps are different between the ECU's. As far as I know, the 92 Civics have the 2 wires needed for VTEC (green circular plug and I forget what the other one looks like)
the vtec wiring only exists in the part of the harness that runs from the engine bay harness to the ecu. you'll still have the add the plugs for vtec switch and the soleniod.
