There, that's the dumb statement (you said it yourself) that I wanted you to make. It's a crime RATE that we are comparing, not total volume. You're skewing the readings, the readings aren't skewed.
 
In 1994, Marysville California had a higher per capita crime ranking than Los Angeles. You were still infinitely more likely to be killed in L.A..

If the MURDER rate was higher, than you were more likely to be murdered in Marysville that year. Do you understand what a RATE is?
